Can you think of any place you might find tears on IoW?

Crying baby-cabbage? I've tried everything on them.

I can't pick up lettuce. It's too cold.

Look around on the beach really well.  You may have missed it, but there was a strong hint to go looking around over there the first time you arrived.

I have the seashell, and Graham still says the iceberg lettuce is too cold... is there something else I'm supposed to do first?

Never mind, I got it :)

As you were passing through that scene on your way to get the shell and Graham was tripped up by the snapdragons, he broke a piece of the lettuce off.  Should just be sitting right in the middle of the path for you to pick up still.
