am I stuck, or is it a bug?

I need some help. I've read all the hint posts, and I don't see my problem.

I think I've done everything I can do without being able to get to the Isle of Sacred Mountains.

I've got the tree gem, the rose, made a paintbrush, carved the chess king, got the lute, got the lava lamp...

When I pass by the lamp seller, I hear his voice, but don't see him. Does this have something to do with it? Is it a bug? Also I've read something about a balloon, but I don't see one anywhere?

To initiate the process of getting to the sacred mountain, you need to talk to two people.  One is at the docks in the Isle of the Crown, the other (or should I say others) are found in the market on IOC.  You need to help person 1 by helping persons 2; person 1 will then give you the item you need to enter the IOSM.  This is where the balloon comes in.  The help involves getting something from the lamp seller - have you traded with him yet?  Remember, it's new lamps for old.  NB if you aren't getting/haven't had the mini cutscene with the lamp seller and his latest item, you are probably experiencing a bug.

You should always be able to see the lamp seller, from the very beginning of the episode, along with the brothers in the market who need to repair balloon, and the cloth merchant right next to the brothers.  None of these are spoilers, as you see them and can talk with them from the very beginning.

If you aren't seeing any of these characters, it's a bug.

Thanks for your help. It looks like I do have a bug, as I've never been able to see or talk to any of those characters in the market. My game in general has been pretty buggy actually. Even after uninstalling and reinstalling. I wonder if anyone else is experiencing this?

Yes others have experienced it too.  Unfortunately, it appears that the only fix is to uninstall your current game (backup your saves, just in case!), then download and install the full ep 1-4 installer.
