Is this a mod, or a re-release? I hope it's the former. I just purchased BG1 and BG2 from GOG.com. It'd be nice to know I don't have to buy it again for a third time.

Sounds like they are being vague about the new features.  I wonder if we'll get to see character interactions up close like in Bioware's late games.
