Game Freezes in bookstore and park

I've had a lot of problems with freezing up in the bookstore and the park.  Another more serious problem is my mouse pointer disappears so I miss getting to the policeman's radio on his motorcycle and have to start over again.  I have a gaming PC which is for heavy-duty graphics.

I noticed once before a freeze, the program closed and my desktop screen had changed resolution.  Is this game compatible with 64-bit systems and Windows 8.1?  I'm open to suggestions.
