Have you been able to purchase since then?
In-app purchase relies on internet connection and a third-party plug-in. Neither of which we have much control over, sadly.
From what you described, it sounds like a plug-in connection issue, since what you're supposed to see is a box that allows you to choose to buy or cancel out and that requires getting the info from Apple.
