It's a staff that drives the owner mad. I found it in Daggerfall. You hit someone/something with it, and they randomly transform into something else. In other words, hit strong/tough enemys with it, not the weak ones. I hit a bat with it, and it turned into a dragon(I think).

If you meant Daggerfall, I think they have a copy at Ebay. The first in the series(Arena) is available here.
