You mean "Auld Lang Syne"?    Yeah it's in the movies, but in real life I don't think you grab the stranger standing beside you and kiss them.    Usually it's your date.

"Whoever's standing next to you" was just an expression... You USUALLY kiss your date (unless you're too drunk & enthusiastic)

Well, in the movies, having the person grab and smooch their date is just sort of a general celebratory thing... there's no specific directive to smooch somebody. (Too bad... I could use a bit of smooching!)
