Significance of the title "What Is Decreed Must Be"?

I have no idea here...The title of Episode One seems to have nothing to do with the episode's content...

[spoiler]Lord Azure and Lady Ariel did mention a prophecy. My guess is that it has something to do with Graham's family, and that is what must be. Alternatively, Rosella and Alexander's curse has been decreed in some way?[/spoiler]

I'm going to speculate that it's a bit of allusion to the survival of the actual game itself despite repeated efforts to stop it.
