Greetings. Some details as per request:

-> What kind of CPU/Processor you are using in your computer.
AMD Phenom X4 9650

-> Amount of physical RAM you have installed on your computer.
4.0GB DDR2

-> What kind of Video Card you have installed in your computer (manufacturer, card model name).
512MB ATI Radeon HD 4670

-> Operating System you are using.
MS Windows 7 32-bit on Admin account

-> A brief description of the bug, error, or problem along with what you were doing when it occured.
I'm having a wee bit of trouble here. After installation I was brought to the Configuration menu. However, clicking ACCEPT popped up an error message "Error saving configuration; failed to write settings file." I figured, ah to heck with it, clicked cancel and started the game. Nothing happened. I even tried the patch but to no avail. The game would not run.

I see that you're logged into the administrator account, but have you modified the settings for the configuration application or the game itself specifically to run as administrator?

If you're using Windows Vista or Windows7 it is most likely a administration clearance issue.
Try changing the setting program to run as an administrator or reinstall it to your shared folder instead of the default location.
