You have the Narrator Voice option turned on right?  And if you're running Windows 7, did you try installing the Windows 7 patch?

What type of computer do you have (manufacturer, make, and model), how much RAM do you have, and what type of audio setup does it have?

Generic parts, 2G ram, ati 3650, yamaha sound card. could not find new drivers for the yamaha but runs new
games like Fallout 3.

Perhaps the manufacturer has updated drivers for sound that would be helpful.  What type of computer is it?  i.e. HP Pavilion dv7, etc.
