Yup. It's really quite simple, which is nice, because that makes it accessible to just about everyone.
So what if I am, huh? Anyways, I work better when I'm drunk. It makes me fearless! If I see a bad guy, I'll just point my sword at him and saaaaaaaaaay, "Hey! Bad guy! You're not s'posed to be here! Go home or I'll stick you with my sword 'til you go, 'Ouch! I'm dead!' Ah-ha-ha!" Ha-ha. *hic* See? Ain't no one gonna be messin' wit' ol', Benny!

a good free irc client is pidgin.  It's on linux but I am 95 percent sure they have windows and mac versions as well.  free and easy to use.  mIRC is free for 30 days only.

you can also use mibbit.com if you dont want to download anything but its not very good.

I downloaded IRCLE today.... seems to work pretty good but I don't have much to compare it to or much experience.

I did notice my Internet (which drops out a lot anyways) seemed to drop out more when I was running the program but I have no idea if that was a coincidence or not.

thats the best for linux and mac.

Probably windows too.  it does everything, not just irc. but it's still fast and stable.

2) Does anyone know if Digsby does IRC? (I'm almost certain it does, but I don't feel like researching it at the mo')

It's not mentioned on their features list, but people have been asking for it since at least 2008, and probably earlier.
