Why does the In-Game not look like the Previously Chapter Cinematic Graphics, it looks so Cool.

That's just a segregation between cutscenes and gameplay that most older games have. MoE's cutscenes (what few there were) looked better than the actual gameplay as well.

The previously chapters are done from footage captured from the game. Sometimes from a very early version of that, which requires to do some good old video retouching (for example some objects might be visible through foreground objects etc.) to cover the faults that will be later fixed.

The whole idea of them is to tell what has previously happened (and to remind the player of something that might be relevant to the chapter at hand) within something over a minute, but hopefully not over two. That requires taking shots out of their original content and create a new context to them. This of course makes a new set of problems with some of the shots not fitting together and creating a cut that looks like a jump, which is something we don't want (unless that is the effects we want). That's why in the Previously-videos there are spots where the focus spot has been moved to match what was there before (pretty much a must when editing fast) and at some points there might be something to help to guide the eye to the focus point of our desire (like out of focus background, bright light, brighter spot etc).

So, yes, they do have some nicer effects on them to help keep the viewer attention, but in the end they're the same material that is in-game. And don't forget that in in-game, it is the player themselves who make the pacing of the game, while in a pre-rendered video, it has to be done beforehand. So the styles will differ.
