Can a Chinchilla speak, a Friend of mine read somewhere that you can teach a Chinchilla to speak.

:) ok i dont mind the jokes, but i really need to know, can you teach your Chinchilla to speak like you teach a Parrot.

I don't believe they can speak like a parrot.  They can make sounds but none of them could be classified as mimicing human voice:
