Chilean dictator from 1974 to 1990.  He ruled with an iron fist.   Murdered many.  He was on trial for "Crimes against humanity" a couple years back.

(NOTE:  Although I made the comparison, I do not think Say is that evil.   Heck, I don't think she's evil at all.  In fact, she's a supah sweetie...but she's still going to beat me with a large stcik for it. )

IIRC, even we were trying to sue him for crimes against humanity, back when our universal-law was still worth something. But, he wasn't extradited (?sp)to Belgium.
