The game is for PC. And it's a 90's game. And the dog named Rex grabs you by the neck and punches you in the face.

ding ding ding! We got ourselves a winner. The game is Eternam. The Genre defining game is survival horror by Alone in the Dark, also published by Infogrames. The dog is the dog in Mikael's picture, Rex.

I've been playing this game and I just ran into a bug where it won't let me fire inside the egyptian temple... and I'm stuck because of it. damn. I will never be able to finish this game.

1) The game has a combination of 2D cell shaded characters, 3D characters and not exactly full motion video, but it's at least the picture of a person that has some lipsync.

Sorry to tell you this, but those characters don't look cel shaded. Drawn 2D sprites on a multicolored vector plane yes, but not cel shaded.

I have to disagree. Especially the first one felt like a point 'n click-adventure game with some RPG and action elements.
