Constant Lag Issues in Cognition & Moebius

I'm not sure if I should call this a bug or not.  I have the same problem in both Cognition and Moebius.  The game never crashes.  The game never locks up.  But it LAGS.  Constantly.  For just a few seconds, endlessly, at random intervals, always.  Including during the title screen.  Just enough to be ridiculously irritating, but not enough to prevent me from playing.  Sometimes the problem vanishes for long periods, only to return to a "once every few seconds" frequency.

Win 7 Pro, i7-2600 CPU, 16 GB RAM, GTX 660 GPU -- all of which which I imagine should be more than enough

I prefer to play it windowed, and have tried lower graphics qualities.  This does not appear to make any difference.

It's exactly like watching a YouTube video on a bad internet connection.  So similar, that I keep imagining that maybe the drive (game is not installed on the OS drive) is laggy, but no other games (same config) do this.  Since I play it windowed, I can see that the cursor and the rest of the running programs on the computer are always operating smoothly.  Only the game is behaving oddly.

The only hints I can give you are that the window will display "(Not Responding)" after a few seconds during the lag (if it lasts that long) -- but always recovers.  Also, the game area -- not the window, but the game overlay itself -- appears to move just a tiny bit down and to the right during the last seconds of especially long lags.

Any suggestions?

There's a thread on Steam about a similar issue, which includes a command line option that can be added to the game shortcut that may help:

Reply #8 has the useful command line text.

That does seem to help quite a bit.  Thanks much!  :-)

I'm not sure it's best to call it a full solution, though.  The issue has receded to a point where I wouldn't have ever bothered to come here hoping for a solution, which is great.  But I do still notice the occasional (much shorter) bits of lag.  Mostly just because it used to be so obvious, but still.  Something remains not quiiiite right...

I get the sense that I'm in a small minority of people who see this problem.  So thanks much for taking the time to help me with it even this much.  It might be worth trying to find the real root cause though, since it seems to be showing up in more than one of your games!

Which I stress because your games are awesome.  I'd love to buy more and find this problem long since solved!  :-)
