Punctuation is FULLY a part of grammar! It is COMPLETELY in my jurisdiction!

Be that as it may, the punctuation police don't exist yet, and there also isn't a department in the grammer police that deals with punctuation. If you made one now, your claim would be invalid because at the time that I wrote that, there wasn't one.  :-\

Well there might be a punctuation division but they have never announced that because they firgured they would only have to put the grammar police out on patrol ;P

No. Punctuation is part of grammar. It's like saying I need separate people to run the semi-colon division, the capitalization division, the split infinitive division, and the comma division. Everything falls under the wide umbrella of grammar. Just about everything that has to do how words form sentences is grammar. That includes the punctuation between them.

BUT, if you wish to arrest those in SE England then you are a bit stuck...you would have to arrest over 10 million people!
