Well... she's already empress of that... it's more like she's being voted president of a nation that is very democratic (it only allows conquest by democratic election ;P)... ... but then she can add it to her empire! :D

Not necessarily. I can't think of any examples of a democratic nation volunteering to be annexed by an Empire, but "Empires" have had democratic rule. The heartland of the British Empire used to be democratic, as were many of the colonies e.g. Canada. Same with the French Empire. Some historians would even argue the US was an empire of sorts once, or had Imperial-style colonies in the Cuba and the Philippines. :) To be honest the term (Empire) is pretty loose, it usually just carries the connotation of a multi-national realm ruled by a monarch of some sort, but exceptions can probably be found to both those cases.  France circa 1930 certainly had an Empire without a King, and the German Empire was pretty mono-national until it nabbed a few colonies in Africa. So in the end, I guess an Empire is whatever you call one. :P

I would suggest that we take the correlation of the triceratops with the convolution of a tetrahedron with a turret except that trying to think out the consequences of that hurts hurts my head.
