The main difference I see is that the killing is fairly random (organized crime usually kills you for a reason, like not paying protection money) and that usually people didn't try to lynch the Mafia, they ran the place. :P

Depends.... it has a long history going back to the aftermath of the Scilian Vespers IIRC and over that time has worked in anything that will keep it in buisness, including those two. :P

Speaking as a ghost... a surprisingly healthy one at that... :P... I think she gets to keep a ghostly copy of her head made out of ectoplasm regardless of the townspeople's wishes (provided of course that she remembers to pick it up after her re-emergence as a ghost (though it is also possible that she will simply have a head resting loosely on the top of her neck when she becomes a ghost and thus not need to pick it up but need to ensure that she doesn't lose it... it varies from person to person))...

Perhaps the reason is that they have decided that everyone in this town should die so they can build a crug factory to carry out illegal crug dealson top of where the town is... perhaps they were "forced" to this method by the townspeople not listening to reason--mafia-reason.  :crugs:
