I believe it's a lot like the Astra house, in that the floors can move themselves (they can move right and left instead of up and down for obvious reasons), but are attached to a core to enable travel between them. :P

The floors in the buildings I posted can rotate, so the view changes. They're going to build one in Dubai, and it's planned to be finished in 2010. It's called the Da Vinci Tower. http://en.wikipedia.org/wiki/Da_Vinci_Tower
