If you're up for some modding, you could try replacing the model and skin for the Questing outfit with the Royal outfit. It's pretty complex though.

Actually, you can see how we had a plan like that for Rosella if you look at her concept art. The ballgown can be seen in it's full splendor in a few images, but in one of them it's ripped up and showing a whole lot of wear.
