Maybe they're afraid on piracy. As I understand it, porting from 360 to PC or vice versa is fairly simple because the two platforms use similar standards.

Which is often why PC ports of big name console games come out long after the console versions have been on the market.  So maybe we will see one in the near future.  The console version has been out for more than a year at this point.

There's also the fact that a lot of companies see the PC as a dying platform and consoles as the future. Of course, I disagree with that sentamentality, but it hasn't stopped companies from never porting great games to the PC. Fable 2 never made it to the PC, and Fable 3 is still undetermined.
