First off, computer (laptop) specs:

OS: Windows 7 - 32 bit
Memory: 8GB - 4 detected/2.90 usable
Processor: Celeron 900, 2.2GHZ
Video: Mobile Intel 4 Express chipset with 1295MB (aprox) and everything Direct X is enabled.

Problem details:

I installed this game to program files in the beginning and it locked up on me when I got to the startup screen, I did a complete uninstall and reinstall of the game to C:\The Silver Lining\ and the game still locks up on me. Did I do something wrong? I know I was able to play this game back when episode 3 came out, on my desktop (which I no longer have), and it played just fine even with a quad core cpu....

Those Intel graphics cards don't have a whole lot of kick to them - most people I've talked to with those have had to lower all the graphics options as much as possible to get them game to run.  You'll want to uncheck all the "extras" boxes for stuff like rain, shadows, reflections, etc. and set the resolution for the game to 800x600 with the "fullscreen" box also unchecked.  Let me know if that gets it running for you.

???

From what I have read, Intel cards can have compatibility issues with OpenGL, too.
You could also try updating your video drivers. Sometimes that helps.

Yeah the Intel chips don't actually have as much memory as they report - they use a chunk of memory from the system's hard drive to do some of their work and then report that as "video memory" when really it's not dedicated video memory and doesn't help most programs to meet their video memory requirements.
