What does the Title mean?

Hi,

English is not my mother tongue so I'm having a hard time understanding the title: "what is decree must be"

I took a look at http://en.wikipedia.org/wiki/Decree which made things even worse.

Can someone explain it to me.

Well, the word "decree" means something that is stated or proclaimed. As well, the title is a quote from a Shakespeare play.

As for its meaning, well, that part is something a lot of people are trying to figure out. As you play more of the game, the title's meaning will become clearer.
